Board of Trustees Appoints New Dean of STEM Programs

The Atlantic Cape Community College Board of Trustees approved the hiring of Dr. Richard Pagan as dean of Science, Technology, Engineering & Math Programs at its July 26 meeting at the Mays Landing Campus.

Pagan comes to Atlantic Cape from Greensboro, North Carolina, with nearly 20 years of experience in higher education, as well as 21 years of service to the United States Air Force. Highlights of his career include serving as senior vice president & campus director at National Aviation Academy of New England, college administrator and division chair at Guilford Technical Community College in North Carolina, and professor and program coordinator at Fairmont State and Pierpont Community & Technical colleges in West Virginia.

Pagan begins his responsibilities at Atlantic Cape Aug. 29.

In Personnel Action, the Board approved:

--Rebecca Ackley of Cape May, office coordinator, Cape May County Campus administrative and support services, effective July 27.

--Kenyatta Collins of Clayton, temporary assistant professor of psychology, effective Aug. 29.

--Stacey Clapp of Mays Landing, director of marketing and college relations, effective July 27.

--The resignation of Jennifer Rowand of Egg Harbor Township, controller, finance, effective Aug. 12.

Contracts and Purchases:

--Waste hauling and disposal services, three-year contract, Earthtech Contracting, Seaville, $67,788.

--Content management system software and maintenance, Hannon Hill Corporation, Atlanta, $103,560.

--Nursing assessment program, Assessment Technologies Institute, Overland Park, Kansas, $119,375.

--New Jersey Council of County Colleges annual membership, NJCCC, Trenton, $51,336.

--SimCare support plan for Tower Simulation and RADAR systems in the Air Traffic Control program, Adacel Systems, Orlando, $41,117.

--Adult basic skills contract, payment for services performed as part of the New Jersey Department of Labor and Workforce Development to Pleasantville Public Schools, Literacy Volunteers Association Cape-Atlantic, and Cape May County Technical School, a total of $327,240.

--Set per student, per course fee for radiologic technology services with Shore Medical Center, Somers Point.

--Approved a revision to the Student Success Center construction contract with Arthur J. Ogren, Inc., of Vineland, to incorporate previously planned and budgeted site work, bringing the total bid to $13,316,345.

In Grant Activity, the Board:

--Approved participating as a subgrantee applicant in Bergen Community College’s application to the U.S. Department of Labor, Employment and Training Administration for the America’s Promise Job-Driven Grant Program, to strengthen the pipeline of skilled workers to expand the region’s middle-to high-skilled workforce, with Atlantic Cape requesting subgrant funding totaling approximately $500,000 for health care industry training, over the anticipated term of Jan. 1, 2017-Dec. 31, 2020.

FY’17 Tuition and Fee Schedule Revised

The board approved revised tuition and fee schedule for FY’17 that includes a reduction in fees for the Commercial Pilot course to $25,295, which reflects the correct number of flight hours required.

Additionally, the board accepted per student course fees for the following Radiologic Technology courses: Radiologic Procedures I, $1,695; Principles of Imaging I, $1,130; Clinical Radiography I, $1,130; Radiographic Procedures II, $1,695; Principles of Imaging II, $1,130; Clinical Radiography II, $1,130; Clinical Radiography III, $1,695; Radiographic Procedures III, $1,130; Digital Imaging, $1,130; Radiation Biology & Protection, $1,695; Introduction to Advanced Modalities, $565; Clinical Radiography IV, $1,695; and Clinical Radiography V, $2,260.

In Other Business, the Board:

--Approved the June 2016 financial statement.

--Approved the appropriation of $80,000 from the FY’16 year-end unrestricted fund balance to the unrestricted Plant Fund for the acquisition and implementation of a new content management system.

--Approved a 2 percent pay increase for adjunct and senior adjunct instructors, per credit hour.

--Reaffirmed the following policies, in keeping with a periodic review of the Policies and Procedures Manual: Policy #25 Violence Against Women Act and the Campus Sexual Violence Act; Policy #24 President’s Performance Evaluation; Policy #22 Committees; Policy #20 Presidential Search; Policy #18 Employment of Personnel; Policy #17 Salary Increases-Union Exempt Personnel.

--Recognized an agreement with Delta Dental of New Jersey to continue to provide high quality dental coverage to college employees.

--Approved dropping the Respiratory Therapy, Associate in Applied Science degree effective fall 2016.

--Welcomed Alma Albarran-Martinez of Hammonton as the alumni representative to the board for the upcoming year.

In the President’s Report:

--Dr. Peter Mora introduced Atlantic City Councilman Jesse Kurtz, who affirmed a resolution approved at a recent council meeting congratulating the college on its 50th anniversary. Kurtz discussed the importance of Atlantic Cape in the Atlantic City community as it creates opportunity in workforce training, basic skills, literacy training as well as degree and non-degree programs.

--Dr. Mitchell Levy, vice president of student affairs and branch campus management, discussed the book he recently co-authored and co-edited, “Academic and Student Affairs in Collaboration: Creating a Culture of Student Success.” The book was published in June by Routledge Press Inc. and provides a comprehensive and evidence-based understanding of the partnerships necessary to achieve an institutional culture devoted to student success. Contributing authors from Atlantic Cape include: Michael Kammer, associate professor of English as a Second Language; Sue DePhilippis, associate professor of ESL; Judith Otterburn-Martinez, assistant professor of ESL; Maryann Flemming-McCall, associate professor of English; Tammy DeFranco, director of student services and campus management at Cape May County Campus; Lisa Givens, manager of student activities and athletics; Erika DiRenzo, former Atlantic Cape adjunct instructor; Janet Marler, associate dean of academic support services; and Jennie Buoy, former Atlantic Cape adjunct instructor of English.

--Levy and DeFranco announced student Manny Rodriguez was named the first community college HERO in the John R. Elliott HERO Campaign for Designated Drivers and is featured on a billboard and HERO campaign promotions.

The next meeting of the Board of Trustees will be held at 7 p.m., Tuesday, Sept. 27, at the Mays Landing Campus. All are welcome to attend.
